UK and France to Deploy Military Personnel to Ukraine in the event that a Ceasefire Accord is Reached

Placeholder Diplomatic Meeting

The UK and France have signed a memorandum of understanding concerning the positioning of troops in the nation if a ceasefire be struck with Moscow, the British leader, Keir Starmer, has stated.

Following discussions with Kyiv's partners in Paris, he indicated that the allies would "create defense centers in various parts of Ukraine and build protected installations for weapons and military equipment" to prevent any subsequent invasion.

The partner countries also proposed that the US would take the lead in verifying a halt in hostilities.

Russia has consistently warned that any external forces in Ukraine would be considered a "acceptable aim", but has not yet responded on this recent declaration.

The Situation and Continuing Hostilities

Moscow's leader Vladimir Putin launched a major offensive of Ukraine in February 2022, and Russian forces presently controls about 20% of the country's land.

"This is a vital part of our commitment to support Ukraine for the duration," stated the British leader.

National leaders and senior officials from the "Partner Group" took part in the recent discussions.

Addressing reporters at a shared media briefing, the Prime Minister noted: "It paves the way for the legal framework under which British, French, and partner forces could work on the ground in Ukraine, securing Ukraine's skies and seas, and restoring Ukraine's military for the years ahead."

The British leader also stated that London would be involved in any Washington-directed verification of a potential truce.

Security Guarantees and Diplomatic Positions

Lead Washington representative Steve Witkoff said that "durable defense assurances and substantial economic promises are essential to a permanent resolution" in Ukraine – alluding to a major condition made by Ukraine.

The negotiator indicated the partner nations had "substantially agreed on" their work on finalizing such pledges "to ensure the citizens of Ukraine know that when this hostilities ends, it ends permanently."

The former US envoy, ex-President Donald Trump's representative, also participated in the talks.

Meanwhile, France's leader Emmanuel Macron said that Ukraine's partners had made "significant headway" at the meeting.

He said that "comprehensive" defense assurances for Kyiv had been agreed in the instance of a potential ceasefire.

President Volodymyr Zelensky said that a "huge advance" had been made in Paris, but qualified that he would only consider efforts to be "enough" if they culminated in the conclusion of the fighting.

Earlier, the Ukrainian leader said a peace agreement was "mostly finalized". Agreeing on the remaining 10% would "decide the outcome of the agreement, the fate of Ukraine and Europe".

Remaining Challenges

  • Territory and defense assurances have been at the heart of key disagreements for the parties involved.
  • Putin has repeatedly warned that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas region or Russia will take control, refusing any middle ground over how to conclude the war.
  • Kyiv has so far ruled out surrendering any territory, but has floated the idea that Ukraine could pull back its troops to an mutually accepted point – but only if Russia reciprocates.

Russian forces presently occupies approximately 75% of the Donetsk oblast and some 99% of the adjacent Luhansk region. The areas form the heartland of the Donbas.

The initial US-led multi-point peace plan that was extensively reported to the media last year was viewed by Ukraine and its partners in Europe as being strongly biased in Russia's favor.

This led to weeks of high-level diplomacy – with all sides trying to revise the document.

Recently, Ukraine sent the US an revised 20-point plan – as well as distinct documents outlining prospective security guarantees and arrangements for Ukraine's reconstruction, he stated.
